"There is no dearth of highly qualified persons in the civil services".Accepted.The entire administrative set up in India is headed and commanded by IAS.We have a RTI system.Is there any instruction from IAS officers to their subordinates that every application ,complaint,or representation must be acknowledged in writing first,forget the work done against that complaint.How can be authoritatively tell and authenticate that our complaint is not addressed .India has the worst corrupt and lethargic administrative system headed by IAS to go by the perfornace and result.It is any one's opinion.The result speaks .R.Ponnambalam
Two or three changes should me made. Governors should not be from any political party or of any affiliated political party. Transfer of all IAS and IPS must be approved by the Governor.Today, an illiterate MLA or alleged criminal MLA can transfer an efficient officer by influencing the Chief Minister or President of political party. So long these IAS, IPS officers are under the thumbs of politicians, one can not expect clean and efficient administration.
every system is to change to suit the public interest whether it is IAS,IPS or IFS including constitution.Because of IAS corruption has increased to phi nominal level.

"Tinkering with the civil service is not advisable."Does this mean that Civil Services have to be radically overhauled in India because it is one Service which has never delivered anything fruitful to the country but lethargic inefficient administration and underdevelopment is every aspect.Plans can be good.No use, unless they are well implemented.Our IAS heads Indian administrarion.All india accepts that the result of the on going administartion by IAS is bad.So it has to be radically changedR.PONNAMBALAM
Either retire them on army pattern where at 50 at Lt. Col. rank, majority of officers are retired, similarly all dead wood or non performers must retire or induct at least 20% professionals from various discipline as JS to fill the gap of bureaucracy and professional approach in govt. working.
Just like people want change of leaders in politics when they dont perform, we want change of civil servants when they dont perform... After 70 years we see civil service getting from bad to worse... Abolish the civil service completely and start afresh a new service just to infuse fresh blood in bureacracy... Did we not abolish old currencies, old ID cards and intrduce Aadhar, replace medical council with a new council.etc..? Then why not abolish IAS,IPS,IFS,IES etc and start a new citizen service batch of govt servants who will help citizens in their interaction with Govt, instead of helping themselves and their clans...
Just implement the performance appraisal for IAS... perform or leave … The cadre attracts the brilliant minds .. getting outsiders for limited period wont help.. except get business lobby henchmen in..who will be privy to every discussion... noteings and will be interested in protecting their mentors interest
