Birth-based caste system, according to which people who carry bad Karma accumulated due to sins in their previous Janma are born into lower castes, is fundamental to HHinduism, though some try to deny that.
I agree that HHinduism is more secular than any other religion in the world, but it needs a more methodical attempt to change the 4000-year old birth-based caste system.
According to me Brahmins are the best behaved people.
To raise Dalits to Standards of UpperCastes in 25 yrs, first ian authoritarian rule should be imposed and then carry out the following.
1. Impose strict family planning—2-child policy among Dalits.
2. Open English-medium schools in all Dalit colonies. Just to teach English from Class 1 to Class 5 does not cost much or need big infra. This can be easily achieved by reducing the salaries of our useless GovtEmployees by 5% or by just by not revising their salaries for 30 yrs.
3. From Class 1 to 5 teach mainly English, the same content as a subject in Mother tongue and mathematics. Teach history, science, etc only after 8th class.
4. Make NCC compulsory (with English commands) and train them well in western manners, parallel with Indian manners (keep them away from bad habits of the West).
5. Train Dalits to think that they can achieve, win and grow: Change their mindset. Taking min number of English tests and scoring min should be made compulsory for all Dalits, before they can use their reservation certificates. Remove wealthy Dalits from r

they are the unfortunate tiny % who can be pummelled and trashed by all . In past they lived by begging (biksha) and now are beaten around by parties to keep the 98% vote happy on their side. Ironically all the injustice & violence on dalits is perpetrated by the OBC . in last 1000 years , 800 years mughals ruled and 200 years english ruled. Not a singgle year a beahmin ruled but they are the so called "oppressors" !! shamefull inhuman politics !!

The unrest in India and all its states cannot be set right fully but can be contained to a huge extent than the present. For this education, empowerment, timely justice delivery, settlement of disputes, punishing corruption and reasonable state assistance for poverty and uniform laws required. Coming to the specifics, the following actions are required on priority. Posting of police official without transfer for at least 4 years except in SPL situations, handing out death penalty on conviction by court for hired killers,hate killers,terror attacks, rape and murder, ten years jail for trading firearms, jail for negligence in prosecution.
