if citezens of other sates cant by buy land in JK , Sikkim, telangana [Tribal area], then why their governments allow people of JK , Sikkim, telangana [Tribal area] buying land in their states

Simple answer.

Himachal,Sikkim are part of India. If there are any such issues we can talk about it any time. J&K, some people consider it as disputed territory. In order to send a clear message to all such people this needs to be done. India need to clear self created hurdles.

Parliament cannot change the basic of constitution is some people's opinion but not for all. It cannot be tolerated year after year the J & K People will continue anti India activities and India people will be lying idle.

In POK which has mixed population kashmiri & pakistani
but in India it is article 370
