The Minister is right in what he has said. Isolated incidents can not mar the image of the Government. In Kathua only probe can tell us who is the culprit and for what this is done . In Unnao the police should have arrested teh MLA moment the girl old that the MLA raped her . Thats a mistake from police and the Government . How to prevent the rapes and murders is more important issue at the hand .

Image of the govt.is marred not only by such heinous child rapes, but also and much more so by the failures of govt. in keeping given promises - all promises starting with Rs. 15 lakh per person from foreign bank money etc.But, the Minister Gangwal`s statement is not merely a defeatist statement, it also declares that such crimes can continue because the govt. is already aware of the unpreventability thereof! What a pity indeed.

To Reform & Develop India, hang 1 lac criminals / yr for 10 yrs
Just like credit rating, there should be criminality rating for each state. Quotas of criminals who should be shot should be set for each state according to its population.
All rapists, robbers, mobile phone-snatches, laptop-snatches, chain snatches, corrupt gov officials (who amass over Rs 1 cr), etc should be shot.
It should be made mandatory to hang or shoot 100,000 criminals pan-India every yr (70,000 North Indians, 20,000 South Indians, 10000 East Indians). Every day, at least 70 criminals (25,000 per yr including Jats, Yadavs, Gujjars, IzlamicCriminals, etc) should be hanged in Delh-NCR (including Noida and Ghaziabad) and Haryana every day. Then nationwide, 25 politicians (including present and former MLAs, MPs, etc and their sons) should be shot every day.
Remove criminals, backed by money power, muscle power and political power, like JatMaadharChodhs (JMCs), YadavMaadharChodhs (YMCs), GujjarMaadharChodhs (GMCs), PatidarMaadharChodhs (PMCs), Modis, Kapus, Jaiswals, etc from OBC and reduce total reservns to 40% (SC 15%, ST 5%, MBC [Most Backward Castes] 15%, FCs in BPL 5%), leaving 60% for merit.
Conduct quarterly English-tests which every reserved candidate must take at least twice a year and score min to avail reservation benefits. If reserved gov employees fail in the test, they will get a decrement of Rs 1000 /yr (or lose increments), students will not move to higher class.

FIRST START HANGING THE ANTI NATIONAL RSS MEN, CREATING TROUBLE EVERYWHERE
A shameless Minister telling 1 or 2 rapes in a big country like India should not be made a big issue. In the last fortnight, rapes have been reported from Surat, Etah and 3 more places. Height of Shame was a 4 month old baby raped and killed. Unnao and Kathua are getting direct BJP support to clear the culprit. You are asking us to keep quite, when the entire world is agahst. Mind you 600 Scholars have directly indicted Modi for his silence. Hang your head in shame.

01. Children wearing is not the issue its adult women .2. If you talk of that you will be hanged . In todays Indian Express ,Mumbai edition , you find father raping with his friends, 4-5 months bay have been raped .. We have to analize whats is wrong and take steps so that these incidents are prevented.
