100 note without the year printed is not illegal but invalid to use. You can exchange it with banks or at RBI certainly

A Rs 50 note printed in 2011 was not accepted. People are making up their own rules.

RBI has not issued any such guidelines and the article is spreading falsehood. RBI issued a press release in Dec 2016 denying this romour and made it clear that people have only been advised not to write anything on currency notes as a matter of its Clean Notes Policy. Currency Notes with scribbling on it is a still valid legal tender. Don't be influenced by such baseless articles and don't share such false info with others.
