It shows failure of administration.a criminal if know that there is strong punishment then he will never do it or will think ten times before doing .dalit includes people living below a normal income group and they are from all sections,religions and communities of india. it does not mean one start beating anybody due to low income.
By this news trying to defame Modi Already one month has been passed but still this news is going on in the Rediff. But Hindustani voters are cleaver & they will take right decision in right time.

Most people know this but they cannot fight against the rich or the powered - poor are being made as victim. Every body knows that all illegal earnings are being done by the rich and the poor are being made to use such acts. Hence the victims are poor.
Poverty & illiteracy is main reason behind the crime against Dalit. Our Politician only interested in dividing the people in the name of crime against Dalit Sc St & upper caste to divide the people in country for their personal benefit for political reason. They don't need reservation is in India from last 70 Years still Dalit mostly are poor they need to be educated same like rich & economically strong to finish crime against Dalit then no can exploit Dalit in any form of crime .

As Mr Tomar said: Literate, & Rich are dominating in different form the poor and illiterate. Since more dalits are poor and illiterate the dominance is more against them. I observe in my state that so called upper caste's domination agst dalits are very less or negligible but illiterate/rich in few other communities are dominating and that too more in villages. However, having more dalit population, the percentage of harassment in our state is less, the reason being literacy.
Every party talks about atrocities on dalit's ,but no body takes serious action as over the law,because of policewoman influence.First of why do you distinguish human beings between a Dalit,a upper cast etc. We have only two genders man and women,that is all.This division is only for vote bank.Raga visits whenever a Dalit is raped or atrocity on dalt,that too in non BJPnstayes alone.Irrespective of the party ,it he sympathy us only for vote bank and not else.
