Enemies are always active. However the investigations should NOT be started or guided by shortcuts or suspicions. It should be thorough, considering and verifying every theoretically possible cause. A compete knowledge of possible events is necessary for proper prevention.
Would people keep resigning if war were going on ? Such solutions suggest that shortcuts are preferable, which is a wrong attitude. Even the resignations should happen after thorough checking of the actions of the individuals, and not by moral responsibility. It is an escapist way too silence the public opinion, instead of facing the brickbats.
