No doubt, rape is a shameful act, but none of the women cell or NGO come forward to guide women how to live, dress and behave in our society, rather an ugly face is shown for those who criticize women on any non-cultural issues. Women have great responsibility to see their safety and security themselves too besides legal and moral support available to them by masses.

It is MEN who rape; they should be told NOT to do so and not women what to do or, not to do! This logic almost condones Rape : "Well, men WILL rape but it is better that you protect yourself" It is only when you get out of this mindset, you will be able to stand up to reality!
"Diverse society will fail" --Putnam. You're are naive if you think streets are safe for your women. Caste system for the past 2000 years has seeded sadists/savages in India. BC/SC/ST/FC communities should go and live in separate states for their own safety as per "Communal Award". Otherwise India is going to end up as Africa where rape is a hate crime/means to take revenge. Google "Jyoti Singh Pandey".
