Shinde wrote to all Chief Ministers asking them to ensure that “no innocent Muslims is detained in terror cases". May be the 3 locals where innocent so they might have been left out by our previous governemnt.

There is no proof that 26/11/2008 attack was serious in Pakistani view. Reasons of the attack are not clear as Pakistan did not accept it. Unlike Kargil which they proudly claimed they did not reveal the reasons for 26/11/2008.
Pakistanis might view a decision to kill Indians or attack India as not needing deep thought, like casually swatting a mosquito or fly, an event without implication, with no major immediate or ultimate effects or costs.
Indians live in permanent self imposed ignorance of motives and habits of human beings, which leaves them surprised and in shock when humans decide to harm them. Actual reasons might never be known but the 26/11/2008 attacks might have been just for fun, excitement, exercise, or practice.
Many many people especially in Colaba area remember seeing Ajmal Kasab. He was noticed because he drove a very fancy bike and also because he had a great looking girl with him all the time. Same would go for other guys also i guess, but no reports of 9 other guys being seen in Mumbai prior to attack or maybe they were too too common to be noticed by anybody.
