Average should be taken section wise in this case we see no one is starving. I say so because if you take the average of eg. 5 people 1 earns 30000,2earns 20000,3rd earns 15000,4rth earns 10000 5th earns 3000 so average comes to 15600.

When we take average, we distribute Ambani, Tata, Birla income to thousands of people, which are starving. Average show total wealth of Country. Not, common man condition in country. Distribution of income show disparity of income between different classes in society
Salary scale in gujarat is comparatively less. Normally you earn and live good life because of NRI relative. 80% of people in charotar region have one or many relatives abroad
