These are all illegal settlers near the banks. To large extent vote bank plays a role, local goon MLAs allow them to settle near the banks, these are the vote banks of congress settled near the banks who bring congress to power. If govt systematically develops these banks, problem of flooding will not occur. Move these people away from Yamuna, and instead of small homes build buildings and allot these people rooms in those buildings by charging money and remove these slums. Systematic work is missing from life of Indians. Civil engineering and planning is missing from our cities.

Every year during the rainy season, we see this hue and cry been raised that the water level in Yamuna is rising and entering the city.
Before blaming the river or the monsoon, we need to get our facts right. It is not the Yamuna river which is entering the city. It is we humans who have encroached the Yamuna river bed and built a city on it.
Over the years, we have ourselves seen how bulldozers and JCB's were busy removing the rocks, mud and stones from the dried up Yamuna river bed. How, the river bed was plained and then various projects like Akshardham, Commonwealth Games village, Yamuna Expressway etc. were developed.
It is we humans who have become so selfish in achieving our personal desires that we have encroached the land belonging to a river.
Every year, a panic is raised when the water level of the river crosses 205 metres height. What we are witnessing is a blunder of our own activities, that people are so daring that they built their houses on the soil that was part of the river's trajectory.
If 1000's of people illegally construct houses on a dried up patch of a river bed, they are bound to suffer if the river revives. It's their fault, isn't it!!
We all need to learn lessons from such happenings and restrain from encroaching waterbodies.
Years ago, there was a sane voice wanting that all major rivers in India should be joined together. Why has this corrupt nation not done anything about that?

I remember it was forty years ago when Durga Prasad Dhar amd KL Rao initiated the scheme known as Ganga Kaveri link. China would have done it within couple of years
