then what is the reason for this farcical SIT?

SIT should probe her links with LeT & David Headley first. If she is proved to be a part of LeT, then fake or real, the encounter was worth it.

Unfortunate for us Indians, we live in a country which has a ridiculous legal system that gives even deadliest criminals legal cover. Such criminals should be ex-terminated, period.

Any heinious crime against human lives must be paid back in the same coin.
