By the time we finish the talk of US / India Strategic Alliance and all such high-sounding relationships, it will all be over. America has a record of a fly-by-night friend, except in the case of Europe and Israel. That's because America itself is made up of both these.
Well, I am not a protogonist of India-US relations, but for sure Strobe's thoughts are outdated. In the world scenario, relationship between countries change overnight. Not because of needs, but because of compulsions. US relationship with Pakistan till 9/11 was different and friendly. Post 9/11, it has dramatically changed to coersion and threats by both parties to keep the relatiionship. Post 2010, the relationship has gone sour that US hardly feels Pakistan as their close friend. Still, compulsions make them work together. So will be the case with India. India, pseudo secular-democracy, will be only waiting in wings for US alliance but go heart and heart given the status of so called sub relations with other countries in middle east. Possibly, India's relationsihp with Russia is far stretched than the new relations with others.
Strobe has his outdated thinking and it is not necessary that his thinkings are actual reflections of relationship between allies.

US has always believed in the use and throw philosophy. US was never India's friend and indeed will never be. Let us use each other as much as possible. Russia and Israel, and south Africa to an extant are true all weather friends. I would consider France a more friendly country than US.
US has be unfriendly towards India ever since Independence. From liberation of Goa to 71 war, to a silent spectator of Pakistan's nuke ambitions. Proxy War (Cross border terrorism) from Pakistan, now when their own asses are on fire they act. Take whatever best US has to offer and leave the muck out.
