These multi storeyed buildings hacve a regular fire drill as part of the requirement of the Local authority on Firs fighting and Rescue. But unfortunately no occupant treats them seriously and they all take it as a joke and a break from the routine boredom. Buit only when such a tragedy occurs people do realise the seriousbness.
The organisers of such drills drill into any one whio wiull deign to listen as to how Panic can be a killer in such situations and that at all costs panic should be avoided and organise for a routine organised Emergency evacuation procedure. If the people had seriously followed this instruction and tried to get out of the building in an organised way they would not have had to jumpo out of the windows from the fifth floor of the building.
It is indeed a tragedy that panic has got rid of nine budding intellectuals in their prime from among us.
It must be mandatory for people to have proper fire exit exercises atleast once a month like in european countries to make sure that when real situation occurs people do not panic and exit the building in orderly manner or until the fire service men arrive

Scores and scores of desi's avoid it in foreign countries. Most of them just leave the building before the exercise is scheduled to start as the timings are fixed and all offices are notified in advance...

if desi dont follow the drill then they have no one to blame except themselves when they are in a real situation and dont know what to do
