Sorry the so called IAS officers close one eye for their own selfishness & suck up to politicians for good postings.Unless all the IAS officers are united can really fight against the politicians...& see a "Shining India"
Government of India has an online Grievance forum at
http://darpg-grievance.nic.in/
The government wants people to use this tool to highlight the problems they faced while dealing with Government officials or departments like Passport Office, Electricity board, BSNL/MTNL, Raillways etc.
Couple of months back, the Faridabad Municipal Corporation laid new roads in his area and the residents were very happy about it. But 2 weeks later, BSNL dugged up the newly laid roads to install new cables which annoyed all the residents including this guy. But it was only one guy who used the above listed grievance forum to highlight his concern. And to his surprise, BSNL and Municipal Corporation of faridabad was served a show cause notice and the guy received a copy of the notice in one week. Government has asked the MC and BSNL about the goof up as its clear that both the government departments were not in sync at all. So use this grievance forum and educate others who are not aware about this facility. This way we can at least raise our concerns instead of just talking about the ' System' in India. Invite your friends to contribute for many such happenings.

Good job! We need to spread this around. Time to act instead of complaining.
Pondicherry has only one passport office and I believe is one of the most corrupted one. There is no way u can walk in into this office with ur passport application & the officer takes it. He will send u out saying that this doc is wrong or... that doc is wrong...one way or the other. Even after correcting all my documents he was showing me way out for petty reasons.
I later realized that he was expecting some money, but also very shrewd in getting the money. He never gets them directly. There are a few brokers waiting outside the office. They charge the people a min 700/- for processing a application.
The whole way of getting the bribe is very systematic. The officer keeps a track on how many applications he had signed & marks from which broker it came. The broker meets the officer after office hours and pays him the money. No way the officer lands in trouble. I have never seen or heared any person walk into this office got his docs signed straight away.

Not only the pondicherry passport office EVERY government office in Pondicherry is damn corrupt. Being a pondicherri-an I am the first hater of pondicherry! A small state with bunch of (educated)people living as "frog in the well". I am praying for pondichery to be combined with TN. Everything is corrupt in pondicherry!

Two months back I went to Tirchy Regional Passport office, as you said lot of brokers who filled the documents and check the chklist docs whichever required. For that they took Rs 200/- after bargaining. I went just close to main entrance I saw one board where it was clearly mentioned for filling application and checking list of required docs Rs 40/- this is running by group of ex-service mans. It is organised and Government approved one.
If you are need of passport in urgent use Takkal by paying proper takkal fee. You will get the passport in 3 working days. Day evening or aleast two days once they are updating the online status of ur application if there is any change happened.
We are going in wrong direction and blaming the system.

I am not blaming the system. The system is perfect as long as every one is straight forward in their work. The passport office in Pondicherry is not run by ex-service men. Moreover if u r saying that Trichy passport office is run by ex-service men who are doing a favour for the people, why r there so many brokers outside? Dont u think these ex-service men shud have drove away these guys.
That is why the MEA has asked for exclusion of the RTI act. They work in a pathetic manner and tere is no time limit for anything.
I also submitted application for passport of my wife and son on 10th Nov 2006 for Jaipur office. Since then the web site of passport office (that gets updated once in a month), the query for the passport fetches "Due to some unavoidable circumstances the passport is delayed and shall now be despatched in a Week's time". This status is on display since December 2006 and the passport is still to come. I just cant understand how these people assume that everyone shall just wait inordinately at their homes for passport to arrive.

"Due to some unavoidable circumstances " hahaha ==> you have to go and meet the concerned officer with money!
The situation is very much pathetic in Refugee Centers and foreign Registration Office in R.K.Puram, New Delhi behind Hyatt Hotel and Near Regional Passport Office.
All the officers sitting in the office treat the foreigners and the refugees who have come from Afghanistan in a very bad way.
As these people are uneducated, so these officers try to take advantage of their innocence, hinting towards money.....
Same is the situation in the other offices as well.
There treatment towards foreigners is really embaracing. They show and treat the foreigners as if they are jelous of them.
I think the govt. of India should take some corrective measures over there as it is first impression point of our country.
Proper or new offices for the same work should be opened up in different parts of Delhi in order to help these people.
People let's take an appeal to the govt....
Otherwise warning to those officers get better or otherwise RTI will be there for you as well.....
As per my knowledge and what I have seen, the HYDERABAD passport office is the best. It is highly systemized and everything is very clear and transparent. They have even tied up with ex-service men to provide invaluable infomation to the applicants. Time and counter number are allotted for the applicants. No standing, no queueing, no confusion. Thanks a lot to CHANDRABABU NAIDU, a 'to/for the public' CM.

Naidu is gone and gone are the efficiencies of Govt. Babus. The RPO is a mess at hyderabad. An inquiry has been ordered why people are not getting passports even after 60 days.
