The most under-rated Indian movie is Chinthavishtayaya Shyamala, a malayalam film directed by Srinivasan. Noone can ever make such a brilliant movie. It goes through every Indian's mindset and reflects the same. It's a must watch for every Indian. In case you are not comfortable with the language, go for the subtitled versions.

I'd agree to that..but would like to add "Sandesham (Sreenivasans malayalam movie)" to that...which is the most brilliant movie i have ever seen from Indian film industry
Aankhein (starring Amitabh, Akshay, Paresh Rawal, Arjun Rampal) is definitely the most under-rated movie. such was its script that it was used by fila makers in Germany later on.
Swades is a true/inspired story of Aravinda Pillalamarri and Ravi Kuchimanchi, the NRI couple who returned to India from Maryland-US in 1991 and developed the pedal power generator to light a remote village in Srikakulam.
As for under-rated, has anyone watched Pitamagan (tamil), Samsara (ladaki), Junoon (hindi). Among others are Parinda, Prahar, Nishanth, Vaanaprastam (malyalam), Saagarasangamam (telugu).
