It will inspire people. Poverty and basic needs will remain as issues forever for a country like India. The inspiration has to come both from top and from bottom. When I see so many medieval structures from around Europe, I wonder how come we don't have more than a handful, like the Taj and the Bruhadeeswara temple. Grand structures and grand projects bring inspiration and pride to people and build nationalism. Nationalism makes people to think country and who knows, it may as well bring civic responsibility and service mentality, that might eventually help the poor. When you read articles about China's grand infrastructure projects, do you get the feeling they are doing all that at the cost of their poor? China is no behind to India when it comes to poverty. India does need projects like this and Sardar Vallabhbhai Patel is second to none in his self-less service and results he has produced to build modern India.
