Had it not been increasing number of Muzlims in City and to some extent UPp's the city would have been No i by way ahead. Muzlims has destroyed the very ethic of the city.
Returning of wallets with Rs. 3,000 is just one measure of honesty. It is not the ONLY measure.
Honesty can also be judged by "how honestly you pay your taxes", "how honest you are to your job, duties and responsibilities", "how often you lie", "how corrupt you are", etc.
I'm afraid the survey does not exactly reflect the honesty of an average mumbaikar although i do concede that an average mumbaikar is more honest than an average indian.

They would not placed the wallets near Assembly which is frequented by Political Leaders, other wise Mumbai would have ranked 162 in Honesty.
Wont accept this survey without knowing Tokyo's rating. Personally experienced the honestness in Japan & found it to be far superior than any city in the world.

There is an ad going around nowadays on ABP channel. Its the 1.2 billion people who make India what it is, not just the PM, CM or MP/MLAs. As far as Manmohan Singh is concerned, he definitely is more honest/intelligent/capable than the average Indian. It is not his fault if 85% (or more?) of the MPs/MLAs/Councillors etc. are criminals, illiterates, rapists, black marketeers,etc.etc. IT IS THE PEOPLE WHO ELECTED THEM AND ENTRUSTED THEM WITH THE IMPOSSIBLE TASK OF TRANSFORMING INDIA & ITS CITIZENS' LIVES! Let it be clear to all that even the next PM in waiting (whether from Cong or BJP) will be a person with less honesty/intelligence/capability & a criminal record than MMS. MMS has flaws no doubt and could/should have done much better but with so may parties being voted to power, this is what will keep happening.
