Should coal block allocations be scrapped?

The coal blocks should be scrapped BUT not carte blanche. Only those blaocks where the allottee has not fulfilled stipulate dterms should be scrapped. Rest can be decided in the courts.

YES. there is no other option.Those who have invested shud get discount and preffered for reallotment.Those who used unfair means should be penalised.
