Every bag should be charged a flat tax of Rs. 10 at least at the manufacturing stage itself irrespective of the cost of the bag. This will force every one to carry their own cloth bag etc and the sale will come down drastically and eventually lead to disappearance of plastic bag.
Please visit India's district in the southern tip Kanyakumari where thought the district use of plastic bags is banned. A few kilometers inside the land one can enter Nagercoil where too plastic bags have been banned and the whole place looks clean. May be other parts of India can also follow and make the country a better place to live in.

This article is incomplete without the mention of the amazing success story of plastic ban in Kanyakumari due to the efforts of a dynamic collector Rajendra Ratnoo. The feet of Bharat mata are cleansed, time for a "abhyangan snan"!
Wise suggestion. now govt babus will rake in another 15000 crore by not providing any viable alternatives and charging a whole new brand of tax on bags
It is high time govt has to take the following steps: 1) Make jute cheaper by giving subsidy, this will inturn give a lively hood to those in bag business. 2)India has wast areas producing jute speacilly in rural areas and this will mean more economic gains to rural employment and income. 3) Plastic is used wastly coz it is cheaper or free taxing it will increase its price and reduce the usage. 4)people should carry own bag as was done in the past.
Only way to tackle any problem in India is to put heavy price. Govt. should charge Rs 10-50 per bag. They one can see people carrying their own bags to stores.
