a school teacher gives added attention to his top pupil. he is not being charged with favouritism. if he gets top rank, the school gets recognised by the public and attracts better stdents in the forth coming years. he does not get any pecuniary benefits for himself.
the ministers should interface with business persons to get to know the reality of the situation and can favour the struggling one or the one with potential to grow to a top multi national corporation and thus aid the nation in wealth and employment creation and in maximising exports and earn precious foreign exchange.
he should remain a partner to them without earning a paise by his action. it needs a sacricing mentality on the part of the minister. it looks utopian, but we can find several such officers in the govt. of India, who did their best and consolidated their function to aid the nation, but retired and vanished from the without even a handshake.

there is a difference between giving attention and giving marks by the back door!! giving monetary favours is equal to giving undeserved marks as per your theory which no society accepts!!!

-I pity your wisdom! -Tharoor did indeed earn for himself by making his-to-be-wife earn through unfair means! -But in the process gaught badly caught!
