In india people have become rich only by cheating and looting poor people like our fodder eater.as for industrialists are concerened only those who are ready to loot and plunder the nation have prospered (they have to give 40% for party fund in swiss banks)how can one expect donation from thugs.

1 - The richer people will not donate as its their hard earned money through corruption via politicians. 2- If by chance donated (may be black money), then our BOGUS FM-PRANAV will give them Tax benefit. The tax will have to be paid by common public, thus there will not be any benefit to country at all. Donation should be discussed, but it should be given.

We cannot as the Politicians and burueacrats like IAS/IPS/IRS will first take the 95% corruption cut and that will leave nothing for the rest

Only give me this much where by neither I nor the good remain starved) Among the rich also there are great philanthophists like Tatas & Birlas and peevish & self centred fellows like Ambanis who wish to utilise to the last pie they earn in the business for their self & self alone.A colossal expenditure on his multi storeyed building in Mumbai stands testimony for this.And country cannot develop on charities which can only mitigate the owes of the poor to some extent. Progress will come by urge to grow & donation is diagonally the opposite.While exceptional hoarding businessmen ,politicians and babus are bane for india ,the philanthropy should be based on investment for the future and not vile away what one has ill gotten.Upper limit for assets not exeeding what one and his family will need for their life time should be enforced.No reservations, concessions without tapering ,brutal punishment for corruption and improved value education are few steps in the right direction....
R & D works in science and technology requires funds. Without progresses in S & T, we can never be a true super power. But best talent in India either migrate abroad or take up corporate jobs and their aspiration for research. Thus we dont create inventors, tech leaders but managers/clerks. Why that happens? A early 30 or mid 30 person in industry will be earning something not less then 60-70k, he will need money to run his family where as IIT gives a PhD scholar 15-17k, IIM 30-35k. So that experienced industry person who can be a great research fellow and contribute immensly in the long run will never take up research. Thus we end up loosing many worthy talents. This where the money of top indian business tycoons can be used properly where performances often can be quantified. There are several such places donate but are our tycoons ready to do that is a big question. They are no way as enriched as Buffet or Gates are, long way to go for them to transit from Baniya to true business leaders.
