Why not a simple "Re" as a symbol. It's already recognised and in use my most of us. For non-english speaking languages it easy to recollect Re with Rupee. Moreover, it will be dominant currency symbol in South Asia where there are similar sounding currencies.

For making such a insulting to the indian currency must be due to the British. Before it was Rupiah and then it became Rupees. Rupiah was a better name.
