Your counters not working.I clicked for inadequate mass transport system in case of Delhi and submitted but your results show zero votes .How is it possible? Please test the system before putting before people. Also why ask for only one attribute only. The survey should have contained marking system from 1 to 10 for all the ten attributes. This would have been a wright way. Also what is the the guarantee that the person voting has actually lived in all the ten cities for considerable period of time to feel and judge about all the attributes. The survey should not be conducted in a way that it's results do not make unjustice to any particular city.
What this website is doing is really not focussed with today's requirement. First the word chosen "hated" itself is a blunder. Instead they shall focus on - most dis-liked politician, most dis-liked policy, most dis-liked govt dept, most dis-liked educational institution (over charging donation, no good infrastructure,..etc)...etc

Hate is a term for dislike these days, in the American style of using superlative forms of expression. The survey should be for more than one click per person.
However the correlation with others is very good, so it seems to be a truly representative sampling process for public opinion, which is what matters most.
Indian Parliamentary Democracy through periodic elections of representatives should be replaced by such Online Survey based Referendum Democracy. In fact there is no great need for elected representatives, but all the Government civilian Bureaucrats should be elected ones with fixed terms of about one year with compulsory gaps between terms. Only the defense services combatants should be left undisturbed.
The Indian electorate is already quite indifferent towards electoral politics and elections. They are ahead of things.
