Indian universities

Many of the top universities are privately run and receive funding from several sources. Unfortunately in India, top universities are only government funded and government run, with no incentive to excel. Privately run colleges are looked down upon in India, and have no chance of getting funded. Possibly Indians prefer to fund privately run religious institutions like Tirupati, Guruvayoor, Siddhi Vinayak, Shirdi etc. rather then educational institutions. The land which has a goddess of learning Saraswati, and the hymn glorifying teachers "Gurura Bramha..." does not have even one world class educational institute.

I am flabbergasted to have known that we do not have any place in education in the world, what do we lack? We are above one billion, but fail on this front, why?

These ranks are mostly based on science, out strength is engineering. Further, we've good class room course work in premiere institutes but we lack in research. Research requires huge funding, a pool of good experienced Profs that can't be built overnight. Further, doing PhD isn't considered lucrative in India. The common perception is that you go for PhD if you don't get a job. Doing research isn't glamorous in India, doing a copy paste job in MNC is. This mindset needs to be changed.
