There is a much more conservative solution that does not involve excision of the foreskin. Gently stretching the opening of the skin, over the course of several weeks, should loosen it enough to slide back upon erection.
Circumcision is an unnecessary cosmetic surgery, and as your reader worries it does remove the protection of the end of the penis underneath. It eventually loses sensitivity due to exposure.
I am in the USA, and there really are many who whine and complain about being circumcised. You can see this if you type "circumcision" into any internet search engine.

It means to cut the outer layer at the tip. In Muslim relegion it is done when the child is born.
