Hi my skin is very dry what should i do. I have a dry scratches on my leg & around my stomach can u pls help me out

iwant to ask you something.i hav used anne french hair remover on my arms at about 5 years back and have my skin darkened since then.i have applied somany things but got no help.itlooks as if i am carrying somebody else's hand b'coz am quite fair without my arm please help me
