Yes,
Deve Gowda was elected from Karnataka, but that was through a by-election. I think he won from Hassan, in Karnataka.

My dear friends,H.D.Deve Gowda and I.K.Gujral, were of course Prime Ministers from States other than UP. But both were Rajya Sabha members when they became Prime Ministers, and remained one till they had to resign.They were not elected from Lok Sabha!
