i think you are slightly incorrect. I would give South Africa 16.508% chance instead of 16.5% .....

Yes If we get one all rounder like Kapil then India will increase the probability of getting World Cup..
But its very doubt full and difficult to find.. Morethan 20 Years of Our World cup, in 100 Crore citizen its difficult to find one Kapil Dev.. :-(
