Yes, that is precisely what our question is. In Mumbai at least the terrorists were shot dead......but Pakis could not catch even one terrorist or shoot dead one!

There's nothing special to "know". No high tech electronic or human intelligence is required. Common sense is enough. The entire world knows entering pakistan is like entering a crocodile pit. There have been travel advisories in all embassies from 2 years now.
Trend setter, if RAW had such capability, we all would have been happy. Then they would have eliminated a few dreaded terrorists instead of attacking some cricket players. Unfortunately they do not have the capacity of MOSSAD who eliminated all the Black September gurellas who attacked the Munich Olympics!
