I would get rid of unwanted departments in the govt in order to reduce the size of the govt.
BIG govt => too much of reckless expenditure => too much of tax => too much of regulation => too much power to bureaucrats => too much corruption => unhealthy society => unequal wealth distribution => dooms days ahead.
Sack Few Corrupt CCIT and Reward TDS deductors for their pain and cost incurred to collect tax on behalf of the government and file return every quarter, which enables our ministers to spend luxoriously.

Yes, Income tax should be minimal and flat, should be applicable to every one.
All said and done is good but giving subsidies without any timeframe is foolishness. Politicians are eligible to hold wealth equivalent to that of a government servant with similar educational qualification the rest of the illegal weath assumed by them would be taxed 100%. Religious charities have a herculian task of improving the moral responsibilites of the individuals who follow that religion, why should we burden those carities by allowing to handle money ? residential land, water and food will not be taxed in any form. Liquor, cigar, tobacco, perfumes, imported items from china would be taxed 500%
