1. Too much of regulation, 2. big government, 3. lack of accountability of govt employees, 4. too much of power to bureaucrats are the source of corruption,.
I don't think Govt of india has any desire to curtail the above as it serves there purpose. Govt of india is the architect of the above 4points mentioned, designed to achive there goals of looting indians.
