In each & every city collect Rs.1000 from all for ex: total population 12 lacs it bcomes Rs.120crores, and any big diseases like cancer,etc will be treated free for that person whoever had payed Rs.1000 for that particular year, and overall if u calculate maximum 20-25% only will have to go under treatment, but it will be beneficial to the lower & poor people, and it should be exempted from tax. And this way the hospitals will be more equipped with the latest technologies, and u can keep such schemes for other big diseas with minimum amount. I believe u must have understood the scheme.
