Govt must consider consumption tax prior to income tax.scarcity items should be heavily taxed and bulk items should be exempted from tax.It will effect in the same way as income tax theory. Because scaricity items will be more used by rich and bulk item will be consumed by ordinary people.It will be the real and more effective taxation system.the remaining deficit may be coverd by other tax systems.
