National election of local election?

in order to overcome this situation, parties with only local standing must be banned. They should be treated as only independant candidtes. In order to get registered as a national party, they must contest for at least 67% of the total seats. If a party is unable to secure 10% of the total seats, deposits of all losing candidates of that party should be forfeited

good suggesstion.but the national parties r very arrogant and ened to be taught a proper lesson so local parties shud be allowed to contest.
