Sir, Pls introduce the concept of Cost to Govt for each of Central/State/Public sector Govt employees.Once implemented review the performance of employees on Quaterly basis/Six monthly basis/yearly basis.The slary shall be based on 70% fixed and 30% varialble based on performance for DGM/GM above level.The job gaurantee for these employees should not be there and they should be subject to removal in the event of poor performance.This will bring efficiency in work force and any loss will be accountable to these gentlemen. The ploce men should be given a better salary with a clause that in the vent of any corruption charges proved they will have to pay half of their cost to govt. Judicial refoms need to be done. Last but not the least the political interference in police should be avoided.There should be a national police commission to look into the police reforms and a national police chief to be in place.
