I, as FM would not ask salary holders of Govt&Public Undertaking employees as well as those service class people having tax deduction at source to file personal returns. THEIR employers should collect all declarations of additional incomes etc to compute total tax and file composite returns of their all employees in tax bracket.Employers shall issue tax clearance. this will reduce paper work in IT deptt. and then they can concentrate on those, who are out of tax net.If required for defficiencies, employers need to be questioned for lapses & redressal/action etc. I shall fix standard deductions level at poverty line and shall make tax as simple percentage of total taxable income irrespective of amount of income, savings, caste/creed/culture/sex/age etc. as these are unduly populist. I shall tell IT deptt to concentrate on those in business/self employed etc etc.
