I recommend to ban all the sections like 10, 17, 80 & so on. Give a open IT system like (in rs) 1 to 500000 - Nil 500000 to 1000000 - 10% 1000000 to 2500000 - 20% 2500000 & above - 30% Flat
This can be implimented to sects of life. This will make pinch earner also richer.
