how to deal with corruption

very simple ACCOUNTIBILITY of each and every person working in any govt department or quasi govt dept
making each country resident a customer of the govt.
making a clear appeals procedure for any grevievance. such process be made clear and transperant
a clear time limit for all processes with no exceptions
reward and punishment for all concerned
a service level set for all govt tasks set and meticulously adhered to
it sounds simple needs to be implemented from ground level which cannot be stopped when it reaches the top
As a country we suffer from the desease known as DEMOCRACY explain this to all and GOVERN with clear policy / procedures and implementation modules.
