based on available facts this decision by cas was to be expected: fact - all blood samples had the banned substance fact - no conclusive evidence to back up the conspiracy theory - hence it cannot be accepted on face value nada should take responsibility for clearing him in the first place - wasting money/opportunity for another candidate.
