They should probably allow 1 or 2 appeals for contentious offside calls only for the ones that result in a goal because it becomes extremely tight to make the calls in some cases with naked eye as witnessed at least in the 1st goal scored by Mexico that was negated by an offside call. If the appeals go against the teams , then sure they can be exhausted ,like in cricket or tennis. Had they not scored the 3rd goal that got them the victory , then it'd have been unfair to them.

If the appeal goes in favor of the team appealing , but the referee feels that their opponents stopped reacting in response to the offside call, then the scoring team could at least be awarded a free kick from the spot the ball was positioned at during the call. That will at least give the aggrieved team some consolation against the wrong call that denied them the goal. Otherwise, imagine what would happen if such mistakes recur in a high-profile game at a more advanced stage. Just a suggestion.
