I deliberately avoided;

Beckham, for Red Card

Owen, for that Second hald goal,
"Golden Goal".

Ronaldo, ... o o.., etc.

They scored, when mattered..

Saved, when needed.

There are bigger names than the ones you mentioned. No Maradona and Pele in your list?

England - David Beckham (even though he blows it away most of the time)
Germany - Franz Beckenbauer
Portugal - Cristiano Ronaldo
Argentina - Diego Maradona
Brazil - Pele
