if the OC's share of expenditure was only 5% of the total budget, and the scams that have come out to the open represent only the 5% expenditure, then really a JPC is needed to look into the whole issue, so that the truth could come out. More congress ministers and Delhi govt. officials would also be beneficiaries of the scam. A thorough probe is a must.
