October is not too far and if the PM is unsatisfied he can direct the officials to gear up for work. He will visit next week and Group of ministers will discuss, they will take a call on september first week or second week. Then they will wait for some one's approval and finally October will come .... Go and see outside India, How people give respect to Indians..
I don't understand the position of Indian PM cos for each and everything his intervention is required for good ending.Better he should take up all the portfolios and handle them by himself.
