There should only be one set of rules for all the competing teams,whether big or small budgeted. Like in the case of International competitions the bigger and more powerful and developed competing country teams' budgets are higher than the under developed countries,but only one set of rules is applicable.
The reason for dual rules was rather well done by Mosley. FIA has a contract with ferrari which gives the latter an option to veto rule changes. But having one set of rules intact does not let ferrari excercise their option as they found out in the Paris court hearing
Finally, having Mosley ease on his claims comes a soother to F1 fans. Although Mosley is credited with some good regulation on safety, the last couple of years ( with the neo-nazi scandal) tarnishes irrevocably his 16 year career.

Get real. Rediff is not here to promote any sport. They write articles which will attract users (a.k.a masala stuff) which inturn will help the advertisers.
