Seems strange that the whistle blower should complain to the opposing team rather than to the Racing Association

Doesn't look strange. If he complains himself as an individual, he can be nudged out and this "intelligent" Ferrari team can sure find ways to overshadow an individual's claim. What this individual might have thougt was to include another team to gain support and make this a big issue. And which other team than McLaren since they were in a threat to lose if Ferrari continued with it was doing. I see that his pla is working. He sure may be exposing Ferrari's illegal tactics. Great whistle blower. Also, Italians are not known to be very uncorrupt. The only ppl who can beat them at that is probably we (indians).
