England have definitely improved

Four years back, England reached the quarter final stage of the world cup & faltered in hot weather against Brazil. It was that fluke Ronaldhino goal which seperated the two teams.
Three years from then David Seamen, Teddy Sheringham, Trevor Sinclair, Emile Heskey are no more part of the regular line up for Sven's team & new stars like Frank Lampard, John Terry, Ledley King, Wayne Rooney have made found names in Sven's playing eleven.
Steven Gerrard was also badly missed in Korea-Japan '2002 & David Beckham & Michael Owen were only half fit.
Now we have a young goal keeper in Paul Robinson & Sven is learning well from the mistakes in the competitive losses to Brazil, France & Portugal.

So, come Germany'2006, we may well see David Beckham lifting the World cup for the joy of all English soccer fans.
They just have to learn defending against set pieces.
I believe David Beckham (c), Owen, Rooney, Gerrard, Lampard, Rio Ferdinand, John Terry, Sol Cambell, Ashley Cole, Joe Cole, Andy Johnson, Peter Crouch, Paul Robinson, Ledley King, Gary Neville, Stewart Downing will all feature in Germany'2006 for England.

Still a year of wait to see the high flying drama.
