It is because the will, since 2009 to 2014 why it was not completed because lack of will to take the decision. we must accept the truth.

U keep on going Abdulla Syed, Modi will B winning 2019. Congress laid foundation stone and did nothing. Same in case of New Mumbai Airport which is being constructed now.

Congress has always laid foundation stones everywhere but not completed any projects. They negotiated for Rafale deal for number of nyears and could not finalised the deal as their demand for a middle man was not accepted.
