The former HAL chairman, Shri Suvarna Raju, who retired on September 1 after a long career, revealed to the press a couple of days ago that HAL was awaiting the finalization of the earlier deal with Dassault when the komaaaali struck !
HAL, which handled the maintenance as well as technological up-gradation of the Mirage 2000 for decades and the manufacture of the much more advanced Sukhoi 30 fighter (the biggest and most versatile defence aircraft in service today), had expressed its readiness and capability to handle the manufacture of the Rafale as per the terms the earlier government had finalized with Dassault.
According to Raju, the life cycle cost (the total expenditure on purchase, maintenance, spares and upgradation of an aircraft over its entire life in service) of the Rafale would definitely have been much lower had the govt tried to conclude the deal nearly finalized earlier and the aircraft had been made in India.
This devastating revelation coming directly from a party to the deal blasted half the komaaaalis rexctum out of his dhoti !

Dassault or its partner, like Thales (for the electronic warfare) was not forced to Joint Venture with anybody; they could negotiate, evaluate and then come to Joint Venture with a capable Indian company. Snecma HAL Aerospace Ltd (SHAe) for aero-engines, and BEL Thales JV for Electronic Warfare (EW) involve India Govt companies HAL and BEL. There are many private Indian companies like Mahindra, Reliance, L&T, Lakshmi Machine Works, TCS, WIPRO, HCL for the offset opputunity. Reliance was not the single group suggested by India. Wonder why Francois Hollande remembers only (Anil) Ambani!

Hollande's popularity or unpopularity can be due to any local factors eg, his stance on EU, on immigrants, on samesex marriage, his govt's performance on employment (where BTW, BJP also fares as bad as any French president might have)
Couldn't come up with anything better?

Because of caste system in civil service. All our government factories or sector are loss making factories and burden on economy to keep one segment of people happy and give reservation.
So government is heavily depended on crony capitalist because as per USA survey India spent 4 lakhs crores in all state election and major chunk of funding which these parties provide in funding. In comparison China utilize these funds for development and India spent on case based democratic norms

We wish to avoid it ...not worried about Rafael as it will eventually be used against Pakistan or Chinese..Modiji has saved 58000 crore plus by rooting out illegal gas connections. So Rafael is now virtually free of costeven if paid more. Ask our air chief who is happy with this deal. Hollande and owl baba can go to hell..
