Had there been scams like 2G, Coalgate and Govt do not allow discussion, then imagine what Congress would have done? They are stalling parliament for a silly reason.
Mr Modi is adopting a strategy , common in politics, of running with the hare & hunting with the hounds . He is the man who always has a sward out of the sheath. Emotive & communal issues are intentionally raked up in his speeches to crank up nationalistic hysteria to polarise votes. No PM in the history has ever abused & derided opposition leaders as Mr Modi has & his followers are promptly following the leader aplomb. So who would discipline these phony politicians? With the result the political arena is badly polluted .

When Congress was ruling they have called him by names. So many cases using CBI and other organisations. Even they have created a rift between RAW and CBI to hound Modi and Shah. They have evicted Baba Ramdev and his followers in the dead of night. That time no one was hating Congress? Now, when the tide turned, you have issue.
If Shri Naidu had taken action as per law during slogan raising in Rajyasabhha and stopped noisy obstructions to its working, he would be a hero. He has failed to bring order in the house ever since he came.
